Specialist
Rick is knowledgeable in the nuts-and-bolts of license
preparation, changes in ownership, two-way radio licensing,
and microwave. Rick's customer service is personal and
consistent.
Darcy Everest, Office Administrator
She provides the majority of the administrative duties for
us and our clients. Darcy is responsible for certifying the FCC applications, and also deals with customer service and related sub-vendors to the process. Her previous work experience includes permitting and coordination with government agencies in property moving and property management.
Dean Ballew, Consulting
Licensing Specialist
Dean operated RLS for several years, and has a vast wealth
of experience in this arena. Dean is now a
communications tower site
manager with affilate company, but we still call on him for
help when necessary. His experience provides a unique
perspective on the licensing process.
Elizabeth R. Sachs, Legal
Counsel
Ms. Sachs received her Bachelors' degree from Rosemont
College in 1971. Ms. Sachs graduated Magna Cum Laude
from the Washington College of Law at American University in
1980. Ms. Sachs was admitted to the District of
Columbia Bar in 1980. Ms. Sachs is a senior principal
in the communications law firm of Lukas, Nace, Gutierrez &
Sachs. She provides regulatory, strategic, and
business counsel for wireless operators, enterprise and
public safety users, and equipment suppliers. Ms.
Sachs is Regulatory Counsel for the Enterprise Wireless
Alliance (“EWA”), an organization representing the wireless
interests of enterprise users, commercial operators, and
equipment suppliers. Ms. Sachs is a frequent lecturer and
writer on telecommunications issues. She is also a
member of the American Bar Association, Women's Bar
Association of the District of Columbia, and Federal
Communications Bar Association.
Darrell Rogers, Systems
Design Manager
Darrell studied electronics at Central Carolina Technical
Institute and the Cleveland Institute of Electronics.
Darrell supplemented his knowledge with military
communications training where he was a field technician for
16 years. He has over 34 years of experience in
microwave radio systems design, installation, and repair;
over 28 years of experience in two-way radio systems design,
installation, and repair; and over 15 years of experience in
communications service management.
Arnold Ragsdale, Systems Designer
A graduate of Chemeketa Community College in Salem, Oregon,
Arnold has over 25 years of experience in RF communications
and has overseen commercial and public safety radio projects
throughout the Pacific Northwest. His special
expertise is with microwave, paging, and console systems.
Arnold is Motorola-certified in Centracom II and Quantar
systems, site interference, and level setting. He also
has experience as a radio site manager.
Jennifer Skilowitz,
Systems Designer
Jennifer graduated Magna Cum Laude from the College of New
Jersey with Bachelors' degrees in Physics and Mathematics,
and also has a Master of Science degree from the Colorado
School of Mines. Jennifer has over 8 years of
experience with telephone systems design, including copper
and fiber cable placement, cross-connects, remote and
in-building terminals, and digital loop carrier systems,
DSL, and broadband networks. She has performed project
management, monitored customer network performance,
and developed a three-year communications plan for a
geographic area. She is responsible for in-building
wireless design and public safety applications including
equipment selection for signal enhancement and mathematical
modeling of resultant signal strengths.
John Jenkins, Systems
Designer
John has over 31 years of experience in various aspects of
wireless radio communication technologies including military
air traffic control systems, SCADA systems, simulcast,
dispatch center consoles, LAN router systems, and Windows
NT/200 DNS server systems, and biomedical graphic display
and interface paging systems. John has a Bachelors'
degree from Northwest College, and a radio communication
technology AAS degree from the Community College of the Air
Force. John holds an FCC General Radio Telephone
License with a Ship Radar Endorsement. John is a
member of the Seattle Public Schools Technical Education
Advisory Committee. John has had Motorola factory
training with 800 MHz simulcast, Centracom consoles,
microwave, and Smartzone. He also has training in
Glenayre Quintron systems.
Dave Drolet,
System Designer/Project Manager
Dave has studied at the University of Illinois at Urbana,
Kankakee Community College, and Cleveland Institute of
Electronics. Dave is an IEEE and Project Management
Institute member with over 33 years of experience in radio
communications, 26 years of antenna site facility
management, 17 years in project management, and 10 years of
experience designing in-building amplification and
distribution systems. Dave holds an FCC Commercial
Radiotelephone license and is certified as a Washington
State Electrical Administrator.
Rachel Gruber,
Systems Design Technician
Rachel has a Bachelors' degree in Business Management, and
an Associate Degree in Electronic Engineering Technology.
Rachel is certified in Microsoft Networking and Operating
Essentials. Rachel has experience in integrated
circuit manufacturing and process management at Intel.
Will Rogers,
Systems Design Technician
Will provides as-built documentation, system design
drawings, and general document preparation. Will is
currently in his fourth year of a five-year double-major
program for Electrical and Mechanical Engineering.
Will has been with us for over 7 years.
